Dubai rent dispute: what Offer and Deposit does—and does not—decide

When a Dubai landlord refuses rent during a renewal dispute, simply keeping the money is not the same as making a formal payment. The Rental Disputes Center publishes an Offer and Deposit procedure, but the judge's decision and completion of the deposit still matter.

What happened

On 2026-09-23, Gulf News published a fresh explainer on the Rental Disputes Center's Offer and Deposit procedure. The official RDC service describes it as a motion asking the Provisional and Summary Actions Judge for an order to offer rent, or keys to the property owner, without prejudicing the parties' lease rights.

This is not a new tenancy rule. It is a formal route for a situation in which rent or keys are being offered but the other party will not receive them.

Who is affected and why it matters

The procedure is most relevant to a tenant whose landlord refuses the rent being offered, including during a renewal disagreement. The official document list also covers an individual or a company applicant. Dubai Land Department's FAQ says a tenant is deemed to have paid from the date the judge accepts the motion. That makes the acceptance date and proof of the completed deposit important.

Submitting the motion is not the same as receiving approval or completing the payment. It does not by itself decide whether a proposed rent increase is lawful, settle the wider dispute or guarantee renewal on the tenant's preferred terms.

What the official service page lists

The RDC lists an Offer and Deposit motion, identification, the latest signed lease, a proposed new lease on the same terms, copies of the relevant cheques and correspondence between the parties if available. Company applicants must provide the manager's identification and the latest trade licence. Documents must be in Arabic or legally translated into Arabic.

The published fees are AED 50 for the motion, AED 10 as a knowledge fee and AED 10 as an innovation fee. Filing through a Real Estate Services Trustee Centre adds AED 130 plus VAT on that partner fee. The page states a registration time of 1 business day; that is not a promise that the underlying dispute will be decided within that period.

What remains uncertain

A judge may accept or reject the request, and the required next step depends on the decision. The correct rent, any increase, the validity of notices and the renewal outcome depend on the contract, official index result, evidence and the particular dispute. Published fees, document requirements and payment instructions may also change.

What to verify

Check the live RDC service page before filing. Confirm the current documents, payment format, fees and service channel, and retain written evidence that rent or keys were offered. After a decision, follow the order and complete any required deposit rather than assuming the application itself counts as payment. Keep the decision and receipt. Obtain case-specific guidance from RDC or a qualified adviser if the dispute continues.
