Current government pages confirm the basic point: a mortgage does not automatically disqualify real estate from the property route. The headline threshold is AED 2,000,000, and the investor route is a renewable 10-year residence permit.
This does not mean that any home advertised above the threshold will qualify. Approval depends on the registered ownership, the value accepted by the authorities, the financing documents and the current application rules.

The issue matters to Dubai buyers and owners who use bank finance and expect the property to support a Golden Visa application. It also matters to joint owners: the GDRFA Dubai service page says an applicant's share in a jointly owned property must itself be worth at least AED 2,000,000.
Why the payment test needs checking
Dubai Land Department's service description says that, for a mortgaged property, the bank letter should show AED 2,000,000 paid. On the same page, the service terms say the property may be mortgaged and require a bank no-objection letter stating the amount paid and the outstanding balance, without repeating that explicit paid-amount minimum.
GDRFA Dubai says mortgaged property is acceptable and sets a total property or property-group value of at least AED 2,000,000, certified through DLD evidence. Federal ICP guidance also says qualifying property may be financed by a loan from an approved local bank.
What remains uncertain
The public pages do not present one fully aligned operational test for the paid amount versus the certified property value. They also do not turn a listing price, broker estimate or mortgage approval into a visa guarantee. The responsible authority may assess the ownership share, valuation, lender and supporting records for the actual file.
